For a wholesaler or stockist, GST credit, scheme settlements and e-way bills all have to agree with the books each month. Where they drift apart, the difference is usually found in a GSTR-2B mismatch or a notice issued some years afterwards.

From our Nashik office we file and review returns and reconcile GSTR-2B for wholesalers, distributors and stockists. Notices are answered as they are received.

GST issues in high-volume distribution

A distributor earns a narrow margin on each of a very large number of invoices. One error in credit matching, a scheme credit note or an e-way bill can therefore be repeated thousands of times before anyone notices it. The cost appears later, as credit that has lapsed, a reversal with interest or a demand raised after a departmental review, and on a thin margin it is often larger than the profit on the same sales. The firm reconciles each of these areas every month. The points below are stated generally under the law as at 1 October 2026.

  • Credit that depends on suppliers

Credit can be claimed only when the supplier has reported the invoice, it appears in GSTR-2B and the time limit in section 16 of the CGST Act has not passed. Each monthly reconciliation carries a short list of suppliers who file late, so that credit does not lapse without notice.

  • Schemes, discounts and credit notes

Turnover discounts, target incentives, price protection and display schemes are settled after the sale. Their treatment follows the agreement and the form of settlement: a reduction in value, a section 34 credit note, or payment for a service. CBIC Circular 251/08/2025-GST addresses several of these patterns. Finance Act, 2026 changes to section 15(3)(b) and section 34 apply only from the date notified.

  • E-way bills and e-invoices

Intra-state movements in Maharashtra above the state threshold, and every inter-state movement above the national threshold, require an e-way bill that matches the invoice and the stock record. E-invoicing applies once aggregate turnover crosses the notified limit, and larger taxpayers have short reporting windows.

  • Depots in other states

A depot or godown outside the home state needs its own registration. Stock sent to it is a supply between distinct persons and has to be valued, although no payment is made.

  • Expired and damaged stock

Writing off expired or damaged goods can require a reversal of credit under section 17(5)(h) of the CGST Act. Before a stock audit or a departmental review, the stock register, the books and the return should all show the same treatment.

Common questions

Our supplier has not filed, so the invoice is missing from GSTR-2B. What should we do?

Write to the supplier and keep a record of each request. Credit generally waits until the invoice appears in GSTR-2B and the other conditions of section 16 are met. The section 16(4) time limit should be watched while the matter is open.

How should a year-end turnover discount be treated?

The answer depends on the scheme agreement and on how the amount is settled. Some discounts reduce the value of supply; others need a credit note under section 34, and some are consideration for a service rendered by the distributor. Identical facts should receive the same treatment in GST and in the books.

We opened a godown in another state. Is a stock transfer taxable?

Yes. The registration in the other state is a distinct person, and stock moved to it is a supply. An invoice and a value under the valuation rules are required, although no sale to a customer has taken place.

Do pharmaceutical stockists face extra GST points?

Expiry write-offs and the related credit reversal are frequent, and manufacturers often run schemes through stockists. The rate and classification of each SKU should be checked whenever the product list changes.
